People with disabilities use recognized family care services for practical assistance in daily life. But what are the barriers and facilitating factors?
We investigate the experience of reaching and supporting people with disabilities in priority group 3 from the perspective of both the people with disabilities and the recognized family care services.
The Flemish Agency for People with Disabilities (VAPH) surveys people with disabilities about the needs and barriers to using home care services. We map the experiences of the recognized family care services and the referrers to recognized family care services.
This is a policy-oriented study.
The VAPH conducted a survey among a representative sample of people with disabilities (PwD) in priority group 3. This is the group of people on the waiting list for whom, within the current budgetary framework and the currently used distribution keys, it is unlikely that they will receive a personal budget (PVB).
The survey revealed that PwD in priority group 3 mainly need more practical help in daily life. This form of support does not necessarily always have to be disability-specific and is also provided by regular services, particularly home care services and more specifically family care services. The VAPH wants to investigate why PwD do not use these services more often. According to the VAPH, there appears to be no lack of capacity in the family care services to also provide practical help at home to PwD, and financial incentives were created to encourage the referral of PwD to family care. The funds provided for this purpose are hardly used, so the desired effect (more PwD transitioning to family care services) is not achieved. However, there is little insight into the reasons why PwD find it difficult to access family care services.
