Quality framework for online care

The study aims to answer these questions:

• Which minimum required quality criteria and maturity levels can be formulated with respect to the different criteria (e.g. privacy and data protection, cybersecurity and technical safety, accessibility, user-friendliness and digital inclusion by design, data sharing and interoperability, ethical and legal agreements, efficiency or effectiveness, ...) for the development of a quality framework for the development, implementation and use of ICT technology in the context of online help in the sectors of the policy area WVG?
•  What differentiation is needed with regard to the quality criteria and maturity levels to be formulated according to the different types of ICT technology? Among other things, what differences are there between medical and non-medical applications and - if relevant - between sectors (e.g. when the government itself also acts as provider)?
• Which supporting instruments (e.g. planning, development, screening/evaluation, optimization tools) can be developed for different relevant stakeholder groups in the application and follow-up of the quality framework and in order to optimize the quality of ICT technology yet to be developed or already used in the context of online help in the sectors of the policy area WVG?- How do stakeholder groups experience the developed quality framework and the (proposals, ideas, prompts of) associated support tools. What improvements can be made? What challenges and barriers are still experienced by knowledge centers, client representatives, field organizations and ICT developers in the (further) development or use of software of sufficient quality?
• How are some of the entities' own online help applications in the WVG policy domain evaluated on the basis of the quality framework to be developed and what recommendations for optimization are there?
• What preconditions related to, among other things, governance are necessary and what business models are possible so that the application and follow-up of the quality framework is possible and so that ICT developers and field organizations can (continue to) develop or implement qualitative ICT software? What is the role of the government and other actors in this?
